Colombia’s president-elect, Abelardo de la Espriella, will be sworn into office on August 7, 2026, in the city of Cali, breaking with more than a century of republican tradition. Instead of taking the oath before Congress in Bogotá’s historic Plaza de Bolívar, the inauguration will be held at the Arena USC on the campus of Universidad Santiago de Cali, marking one of the most significant departures from Colombia’s modern presidential protocol.

The decision required congressional approval, and both the House of Representatives and the Senate authorized the extraordinary session outside the capital. Congress will temporarily relocate to Cali for the ceremony. The last comparable exception dates back to the 19th century, when then-President Rafael Núñez was unable to travel to Bogotá due to health reasons.

De la Espriella, a 47-year-old lawyer, businessman, and founder of the Defensores de la Patria movement, won Colombia’s presidential runoff on June 21 by one of the narrowest margins in the country’s democratic history.

Official results gave him approximately 12.96 million votes (49.66%), defeating left-wing Senator Iván Cepeda, who received roughly 12.71 million votes (48.70%). His vote total made him the most-voted presidential candidate in Colombian history. He will succeed President Gustavo Petro and serve a four-year term from 2026 to 2030.

The choice of Cali, capital of the Valle del Cauca department, carries significant political symbolism.

For years, southwestern Colombia has struggled with violence linked to drug trafficking organizations, FARC dissident groups, and other illegal armed organizations. The region has experienced repeated terrorist attacks, extortion, and clashes involving criminal groups competing for control of strategic narcotics corridors.

Supporters of the president-elect say holding the inauguration in Cali reflects his commitment to restoring state authority in one of Colombia’s most violent regions. During the campaign, de la Espriella repeatedly pledged to wage an aggressive campaign against what he described as “narcoterrorism,” promising to strengthen the military and police, dismantle criminal organizations, expand prison capacity, and restore security in areas dominated by cartels and guerrilla groups.

The move also reinforces his broader message that national leadership should not remain concentrated exclusively in Bogotá but should pay greater attention to regions that have borne the brunt of Colombia’s decades-long internal conflict.

Authorities have begun extensive preparations for the historic ceremony.

Thousands of members of the Colombian Armed Forces and the National Police are expected to participate in one of the country’s largest security operations in recent years. Officials are planning restricted airspace, controlled access zones, reinforced security corridors, and protective measures for foreign dignitaries, members of Congress, and the public attending the inauguration.

Not everyone has welcomed the decision.

Opposition lawmakers have criticized relocating the inauguration from Bogotá, arguing that transporting Congress, government officials, diplomatic delegations, and logistical personnel to Cali will increase public expenses unnecessarily. Some legislators proposed that members of Congress pay for their own travel rather than using government funds.

Despite those objections, Congress approved the relocation, allowing preparations for the ceremony to move forward.

Beyond its symbolic significance, the inauguration represents another milestone for de la Espriella, who enters the presidency as a political outsider without previous elected office.

Colombia’s president-elect is transforming the country’s traditional transfer of power into an early statement about the priorities of his administration: restoring security, confronting organized crime and illegal armed groups, and placing greater national focus on regions that have long faced violence and instability.

The inauguration is scheduled for the afternoon of August 7, when de la Espriella will formally assume the presidency as attention turns from the symbolism of the venue to the policies his government will implement during its first days in office.
